Paypal/Points Commission [CLOSED]

Pay the PayPal FeesHave you seen someone take commissions with the following in their terms: you must pay the PayPal fee (calculate it at a site like http://www.ppcalc.com)?


Every time I run across someone with those terms, I tell them this is against PayPal's terms of service. Some respond 'oh, okay' and remove it, others argue with me and say it's not against their terms. One person has said they will refuse to work on the commission unless I do pay the fees.
I contacted PayPal directly regarding this to get final word on whether this is a violation or not.
Here is my question:
When I am shopping online, I often see people have a rule that if you pay with PayPal, you have to calculate the "paypal fee" and add that on top of the price of the product or service. Some people will refuse to ship or work if they do not receive the "full amount" (without the paypal fee added in).


Is it against the paypal terms of service for these people to do this? What should I tell them Paypal PSA - Note to commissioners/buyersIMPORTANT: The rumor about the $2,500 fine for people sending payments as gifts/family is false, so pay no mind to that or the journals claiming said rumor! 
I called paypal and the representative and her manager backed up that this is false. So I highly suggest calling paypal if you're unsure.

NOTE TO COMMISSIONERS/BUYERS:
Regardless of whether or not the rumor is true, commissioners sending payments as gifts/services is against Paypal's TOS. So refrain from sending me these types of payments-- In other words, I will not be accepting payments sent in the form of family, friends, or gift. 
Do not send me payments in the form of that option! Please make sure to pay attention to the forms/warnings I send out. Thank you!

Rules :

• It first comes first serve but if I haven't get references from you, I might skip your turn till I get the references, I like to finish the commissions as fast as I can
• Please don't pay as soon as you reserved the slots, I feel bad if you did it while I haven't done anything

  For Paypal : Please send the payment once you got the request
  For Points : Please send the points when you got my agreement to send it

• I will only submit your commission when I received the full payment
• No refunds, so if you're hesitate better don't commish me bby. But if I couldn't finish your commission I'll make sure to send back the money/points to you
• It will takes around 2-7 days for me to finish your commission from the day I note you that I already start the sketch, it depends on the complexity. I'll make sure to contact you if it takes more than 7 days
• Feel free to ask Me and see how far the drawing progress goes as long as I started it (You can check the commission status on my profile)
• All of the finished works will be submitted here in my dA account with my watermark, but I'll sta.sh you the un-watermark version / the original size 
• You can re-submit the commission to your account or anything you'd like but please give me credit

I'm still learning and hopefully I could make better than the samples here, also the prices might increase if the character is way too complicated.

• Paypal email: (only if you choose Paypal)
• Artwork type: (1 / 2 / 3 / 4)
• Background: (choose the available background option or give me some explanation, if you want the background just like the artworks I already did, please link me to it)
• Character's Name: (Fanart or OC's name, I need it for the proper Credit 8'D)
• References: (Please link Me some references, highly required if you want me to draw your OC)
• Additional Infos: (Specific pose if you have any, Your character's personalities, Giving me a little about their background stories could also help Me, so hopefully I won't make them OOC)
